“Fiscal Risk in the Operation of Bank Indonesia and the Indonesia Deposit Insurance Corporation: An Analysis of Law, Economy and Politics”
Yuli Indrawati successfully defended her dissertation entitled “Fiscal Risk in the Operation of Bank Indonesia and the Indonesian Deposit Insurance Corporation: An Analysis of Law, Economy and Politics” before the Academic Session of the Faculty of Law, Universitas Indonesia (FHUI), led by Prof. Dr. Rosa Agustina, SH, MH, with members consisting of Promoter Prof.Dr. Anna Erliyana, SH, MH, Co-Promoter Prof. J. Soedradjad Djiwandono, BA, M.Sc., MA, Ph.D., and Prof. Dr. Valerine JL, Kriekhoff., SH, MA, with the board of assessors consists of Prof. Dr. Rosa Agustina, SH, MH, Prof. Dr. Bismar Nasution, SH, MH, Dr. Dian Puji Nugraha Simatupang, SH, MH, Dr. Harsanto Nursadi, SH, MH, Dr. Zulkarnain Sitompul, SH, LL.M., and Drs. Julian Aldrin Pasha, MA, Ph.D.
The Dissertation Defence was held on Friday, January 11, 2019 at the Convention Center Djokosoetono FHUI, UI Depok Campus, at 09.00 – 11.00 WIB.
In her dissertation, Yuli Indrawati put forward the subject matter of how the state’s role and obligations towards the lack of capital of Bank Indonesia (BI), the Indonesia Deposit Insurance Corporation (Lembaga Penjamin Simpanan—LPS) and how the State Budget (APBN) as a form of state financial management to achieve state goals can be transformed to support funding risk from BI and LPS as a legal entity.
With this subject matter, Yuli Indrawati conducts research using normative legal research methods with analytical approaches and interdisciplinary approaches including legal, economic and political approaches. The data analysis is done prescriptively.
The analysis is based on the value of benefits from the use of the state budget (in the form of fiscal risk) to implement the role and obligations of the state in the financial sector compared to the constitutional function of the state budget to achieve the country’s goals (prosperity of the people with social justice).
The results of this analysis are that the determination of fiscal risk on the capital adequacy of BI and LPS is carried out to protect the people against excesses from financial sector instability, through safeguarding the existence of the central bank and deposit insurance institution so that the national economy remains stable and fiscal sustainability is maintained.
After presenting her dissertation and answering the questions raised by the board of examiners, Yuli Indrawati was appointed as a Doctor of Law.
Dr. Yuli Indrawati is the 258th Doctorate produced by the Legal Studies Program of the Postgraduate Program of the Faculty of Law, Universitas Indonesia is the 1st Doctoral (one) graduate in 2019 and Doctorate to 223 (two hundred twenty three) who graduate after the Postgraduate Program is held directly by the Faculty of Law, Universitas Indonesia.
