The National Maritime Surveillance System Needs ISR
The need for information through Intelligence, Surveillance and Reconnaissance (ISR) in the national maritime surveillance system is an absolute necessity. Operation Assistant of the Chief of Staff of Navy, Rear Admiral Didik Setiyono began his mandate speech which was read by Kadisopslatal First Admiral TNI Abdul Rasyid K when opening Focus Group Discussion (FGD) activities held at Wisma Elang Laut Jl. Diponegoro No. 48, Central Jakarta, Wednesday (03/20/2019).
Furthermore, Rear Admiral Didik Setiyono added that empowering national potential in the oil and gas sector through the placement of a national maritime surveillance system in a number of Offshore Rig platforms spread throughout Indonesian waters needs to be considered in order to face global developments in the defense and security sector. “As well as against national vital objects and strategic installations in the upstream fields of oil and gas that have the potential to be threatened by disruption from the acts of sabotage and military attacks”, said Kadisoplatal, reading the mandate of Asops Kasal.
The FGD with the theme “Legal Status Platform / Offshore Rig and its Protection in Order to Support the National Marine Defense System” was followed by 98 participants from the Ministry of Defense, Mabesal, Kotama Indonesian Navy, representatives from Institutions / Ministries and Academics. The FGD activity aims to contribute ideas in the implementation of the duties of the Navy, specifically the use of national maritime surveillance that functions as a national marine defense system.
The speakers presented at this FGD including Rear Admiral (Ret.) Atok Urrahman from the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) discussing oil and gas production in Indonesia, Arie Afriansyah, SH, MIL, Ph.D., a lecturer at the Faculty of Law Universitas Indonesia who took topics on the use of natural resources in the form of oil and gas in terms of national and international law, and Arie Septiantoro, ST, from Medco Exploration & Production of Natuna about Platforms and Rigs. The implementation of the FGD program was moderated by Navy Colonel (KH) Joko Sulistyanto, S.H., M.H.
Meanwhile, the target of this FGD is to absorb input related to the empowerment of national potential in the oil and gas sector, the legal status of the Rig platform and the implications for the use of maritime surveillance systems in terms of defense, operational, legal and other interests as well as integrated safeguards in the face of developmental dynamics strategic environment. ***
