In his dissertation, Mustafa Fakhri analyzes the notion of there is no democracy without the rule of law, as it is shown in the dramatic phenomenon of corruption eradiction in flux after the authoritarian regime in Indonesia. President as the head of executive power is the main actor publicly elected who entrusted to ensure the upholding of law. Whereas democratic regime becomes more stable after the Reformasi era, leadership factor plays an important role in guaranteeing law enforcement in terms of eradicating corruption nationwide.
This contribution utilizes comparative study by comparing constitutions from fifteen countries (among presidential democracy which placed as the highest rank according to corruption perception index by Transparency International). Mustafa Fakhri’s research reveals that the presidential power in Indonesia is more powerful than other presidential powers in those countries.After presenting his dissertation and answering the questions raised by the board of examiners, Mustafa Fakhri was awarded the title of Doctor of Legal Studies with a very satisfying predicate.
Dr. Mustafa Fakhri is the 263th Doctor produced by the Legal Studies Program, the Postgraduate Program of the Faculty of Law, Universitas Indonesia, is the 6th Doctorate (six) who graduated in 2019 and 228th Doctorate (two hundred and twenty eight) who graduated after the Postgraduate Program was held directly by the Faculty of Law, Universitas Indonesia.
