Indonesian president and vice president candidates campaign these days is getting more interested because it’s full of promises of the candidates.

However, the most important thing about promises is the realization of it. So far, the reality shows, promises during the campaign is the hardest promises to realize. It could be not because of reluctance or betrayal, but maybe because of the limited capabilities that support these promises.

Various topic and material delivered by candidates. from competing for vision about law, human rights, natural resources, as far as an environmental issue.

Many things have to take care of, shows that government organization has big control and jurisdiction. President has to make out that their abilities are limited and because of that it need help from vice president and the ministries.

Executive Power
As written on the 1945 Constitution of the Republic of Indonesia, president of the Republic of Indonesia is the government power holder as known as executive power that has a very wide range of controls. The constitution has designed that the president is not alone, because he is assisted by a vice president who is constitutionally elected simultaneously in general elections. In addition, the president is also assisted by ministers who are the people he chooses to lead the implementation of government affairs.

Besides the leadership and managerial factors of a president, the realization of vision and campaign promises also depends on the ability of implementation by the ministers. The capacity of a minister, both as an executor and as a leader in the ministry must be very capable because these ministers will be required to translate the president’s vision into work plans, programs, and activities as well as the ministry’s budget.

Shadow Cabinet

Conceptually, the announcement of the names of prospective ministers in the cabinet before the general election was called the shadow cabinet, which is commonly practiced in a country with a parliamentary government system. This shadow cabinet is usually formed by government opposition in parliament to “skin” the policies carried out by ministers in the cabinet.
