Implementation of SDGs 17 at FHUI

Faculty of Law UI realizes that collaboration and partnership, both locally and internationally, play an important role in improving the quality of medical education, research, and service. It will also provide a large number of opportunities for students and staff, with research and funding opportunities not to mention providing opportunities for international experience, including study abroad programs and staff exchanges. In 2021, the Faculty of Law UI has signed 12 agreements with international institutions and 25 agreements with local/national institutions.

Faculty of Law UI has joined Cardno Emerging Markets (Australia) Pty Ltd. in the framework of the Subcontractor Agreement on Public Survey and Expert Interview for Legal Development Index.

17.2.1. Relationships with regional NGOs and government for SDG policy
Have direct involvement in, or input into, national government or regional non-government organisations, SDG policy development – including identifying problems and challenges, developing policies and strategies, modelling likely futures with and without interventions, monitoring and reporting on interventions, and enabling adaptive management.

FHUI dan Direktorat Jenderal Penanganan Sengketa dan Konflik Pertanahan Kementrian Agraria dan Tata Ruang/ Badan Pertanahan Nasional
The Faculty of Law UI has signed several cooperation agreements with several government agencies including the Direktorat Jenderal Penanganan Sengketa dan Konflik Pertanahan Kementrian Agraria dan Tata Ruang/Badan Pertanahan Nasional on Cooperation Agreements on Policy Formulation in the Context of Prevention and Acceleration of Land Case Settlement which will take place from February 17, 2021 to February 17, 2024. Another agreement with Kementrian Perencanaan dan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional  for the Development and Calculation of the Legal Development Index which will take place from April 8, 2021 to December 31, 2021.

Faculty of Law Universitas Indonesia and Expertise Body of the Secretary General of the Indonesian Parliament Sign MOU
The Faculty of Law, Universitas Indonesia (FHUI) signed MoU with the Expertise Board of the Secretariat General of the House of Representatives of the Republic of Indonesia at the FHUI Auditorium, Wednesday, March 3, 2021. The agreement was contained in a Memorandum of Understanding signed by the Dean of FHUI, Dr. Edmon Makarim, S.Kom., S.H., LL.M together with the Head of the Indonesian House of Representatives Expertise Board, Dr. Inosentius Samsul, S.H., M. Hum. The signing took place at 08.30 WIB, Wednesday (03/03) in the Auditorium Room, Faculty of Law UI by implementing the COVID-19 prevention protocol.

In his speech, the Dean of FHUI, Dr. Edmon said that the academic community of FHUI welcomed the collaboration between FHUI and the BK DPR RI.

“We have high hopes that this collaboration will provide benefits not only for FH UI and the DPR Expertise Board, but also for the Indonesian people in general.” He added

On the other hand, Dr. Inosentius said that this collaboration with FHUI was to realize the tagline ‘Bridging the research to the role and functions of parliament as the foundation of evidence based policy making’. Thus, it becomes a bridge between the political decision-making process in the DPR RI and the academic world.

17.2.2. Cross sectoral dialogue about SDGs
Initiate and participate in cross-sectoral dialogue about the SDGs, e.g. conferences involving government or NGOs.

In 2021, the Faculty of Law UI has signed several cooperation agreements with the Audit Board of the Republic of Indonesia, namely:

• Cooperation Agreement on Procurement of Consulting Services Preparation of Guidelines for Providing Legal Consultations and/or Legal Opinions at Ditama Binbangkum.
• Cooperation Agreement on Procurement of Legal Consulting Services Comparative Law of State Audit Institutions between Countries (Indonesia, Netherlands, Germany and France)
• Legal Studies on Disclosure of Confidential Information in the LHP BPK
• Study of Public Legal Aspects in Government Goods/Services Procurement Contract
• Procurement of Legal Studies related to the Bankruptcy Bill and Postponement of Debt Payment Obligations (PKPU) and its Impact on State Financial Management and the Authority of the BPK
• Legal Studies related to the Bill on the Development and Strengthening of the Financial Sector and Its Impact on the Management of State Finances and the Authority of the BPK
• Procurement of Legal Studies Services Policy on Providing Housing and Transportation Allowances to Leaders and Members of DPRD in Regional Governments
• Procurement of Legal Studies Services related to the Revision of the Law on General Provisions and Tax Procedures in the Governance of State Finances
• Beside government institutions, the Faculty of Law UI has also signed a cooperation agreement with an NGO, namely the Financial Services Sector Alternative Dispute Settlement Institution on the Practice of Dispute Resolution Through Non-Litigation Pathways at Alternative Dispute Resolution Institutions in the Financial Services Sector.

Faculty of Law Universitas Indonesia and government and NGO made webinar programs such as:

1. “Understanding the Role of the Coordinating Ministry and the Economy in Drafting Laws.”
2. “Gender, children, and law, especially in University”
3. “Considering the Enforcement of Permendikbudristek No. 30 2021 in Higher Education”.
4. “Death Penalty versus VTF as a form of fulfillment of a sense of justice for victims of sexual violence.”
5. Talk about marginal group access to justice in webinar series about “Prosecutor’s Guide No. 1 of 2021 and its significance in the Protection of Women as Victims of Sexual Violence”.
6. The Health Law Course of the Faculty of Law UI in collaboration with the Center of Health Law and Policy Indonesia FHUI wants to carry out a Public Lecture with the theme “The Role and Responsibility of the Government in Health Services.” This Public Lecture is Open to the Public. The Public Lecture can also be watched on the Youtube channel of the Faculty of Law UI which was held on April 10, 2021 virtually.

17.2.3. International collaboration data gathering for SDG
Participate in international collaboration on gathering or measuring data for the SDGs.

The Faculty of Law, Universitas Indonesia (FHUI) actively collaborates with international institutions to improve the quality of education, research with various institutions abroad such as universities and industry in Australia. In 2021, there are total of 12 international Cooperation Agreements, Memorandums of Understanding (MoU), between the Faculty of Law, University of Indonesia and institutions abroad. Meanwhile, for cooperation with industries abroad, there is 1 agreement for cooperation in the Development and Calculation of the Legal Development Index.

Through international collaboration and research, review comparative approaches and develop international best practice on tackling the SDGs

17.2.5 Student Volunteer Program
Students conduct legal assistance volunteer activities in various real cases, by placing them in institutions within the university scope such as Legal Aid Institute/LKBH in various cases. This program improves students’ practical skills and develops human resources in law school who are ready for the legal industry. The cases faced also varied, depending on the cooperation partners such as Akara Perempuan, LBH Apik, ICEL, IOJI or other legal aid institutions.
