Faculty of Law Universitas Indonesia held a Community Dedication for Design of Village Regulations Training regarding the response to COVID-19 for village officials in Rancabungur District, Bogor Regency, West Java.

This training is based on the importance of efforts to increase the knowledge of village government officials in Indonesia regarding techniques for designing village regulations. Moreover, Indonesia facing the COVID-19 pandemic so the village government can make an emergency regulation but still on the track of law.

The head of this community service, Mustafa Fakhri, explained the village government according to the law in Indonesia. For example, the position of the village is based on the 1945 Constitution, Law Number 6 of 2014 concerning Villages, and Law Number 23 of 2014 concerning Regional Government.

He also explained the differences between villages based on the Village Law and statutory regulations governing the previous village which referred to the Law on Regional Government.

Also, the technical importance of designing village regulations is in accordance with the statutory regulation drafting mechanism as regulated in Law Number 12 of 2011 concerning the Formation of Laws and Regulations.

“The technical drafting of village regulations, which explains the types of village regulations and their materials, the process of forming village regulations, how to write the title of village regulations, how to write village regulations opening, how to write the body of village regulations, use of language and diction, and so on, “said Fakhri.

With this training, it is hoped that you can take steps to refer to village laws and regulations in the midst of a pandemic. Villagers can adhere to 3M’s health protocol (wearing masks, washing hands, and maintaining distance).

This activity was attended by 24 people consisting of officials from Bantarsari Village, Bantarjaya Village, Candali Village, and Cimulang Village. Some of the village officials consist of the village head, village officials, and the Village Consultative Body (BPD).

In this activity, the participants did not hesitate to tell village problems regarding the drafting of village regulations and also the handling of COVID-19 in their respective villages. The enthusiasm is also expected to spread to other village governments throughout Indonesia, given the importance of village regulations in order to create legal certainty in the structure of village communities.
